A COMPUTERIZED INFORMATION SYSTEM THAT HELPS OKLAHOMA DISTRICT ATTORNEYS KEEP TRACK OF HABITUAL OFFENDERS AT ALL STAGES OF THE CRIMINAL JUSTICE PROCESS AND IN ALL OKLAHOMA JURISDICTIONS IS DESCRIBED.
Abstract
THE ARREST DISPOSITION AND DISTRICT ATTORNEY INFORMATION SYSTEM (DAIS) WAS FUNDED INITIALLY BY LEAA AND IS MAINTAINED BY THE OKLAHOMA CRIME COMMISSION UNDER THE AUSPICES OF THE DISTRICT ATTORNEYS TRAINING AND COORDINATING COUNCIL. DAIS IS A HIGH-SPEED INFORMATION NETWORK THAT MAINTAINS COMPLETE RECORDS FROM THE TIME AN ARREST REPORT IS FILED WITH A DISTRICT ATTORNEY'S OFFICE UNTIL SENTENCING AND/OR FINAL DISPOSITION. DISTRICT ATTORNEYS USE THE INFORMATION TO DETERMINE WHETHER A GIVEN DEFENDANT HAS BEEN CONVICTED OF AN OFFENSE IN ANY OF OKLAHOMA'S 77 COUNTIES. THE DISPOSITION-REPORTING ASPECT OF THE SYSTEM HAS SIMPLIFIED AND IMPROVED THE PROVISION OF DISPOSITION FEEDBACK TO LOCAL ARRESTING AGENCIES AND OTHER LAW ENFORCEMENT AGENCIES. THE SYSTEM IS ALSO USEFUL IN MONITORING OFFENDERS INVOLVED IN THE STATE'S DEFERRED SENTENCE PROGRAM, WHICH GIVES FIRST OFFENDERS AN OPPORTUNITY TO DEMONSTRATE REFORM BEFORE SENTENCE IS PASSED. THE DESIGN AND OPERATION OF THE SYSTEM, INCLUDING INPUT AND ACCESS PROCEDURES, ARE DESCRIBED. A DIAGRAM ILLUSTRATES DAIS'S NETWORK OF TERMINALS, PRINTERS, DISK STORAGE DEVICES, COMPUTER CONTROLLERS, AND OTHER COMPONENTS. THE CENTRAL COMPUTER AND FOUR TERMINALS ARE LOCATED IN OKLAHOMA CITY. TULSA, MUSKOGEE, NORMAN, AND LAWTON EACH HAVE A TERMINAL. THE SYSTEM RESPONDS TO INQUIRIES IN 3 SECONDS. (LKM)
