DATED JANUARY 1977, THIS REPORT PRESENTS THE RESULTS OF A TECHNICAL ASSISTANCE EFFORT TO ASSIST THE SAYBROOK POLICE DEPARTMENT IN OVERCOMING PUBLIC APATHY TO POLICE COMMUNITY INVOLVEMENT AND CRIME PREVENTION PROGRAMS.
Abstract
OLD SAYBROOK IS A RESIDENTIAL COMMUNITY WITH A POPULATION OF 10,000. THE CITY HAS AN 18 SQUARE MILE AREA AND A SWORN POLICE STRENGTH OF 19. THE PROBLEM TO BE ADDRESSED WAS THE LACK OF PUBLIC PARTICIPATION IN THE POLICE DEPARTMENT'S CRIME PREVENTION PROGRAMS. THE CONSULTANT FOUND NO PROBLEM IN POLICE/COMMUNITY RELATIONS IN OLD SAYBROOK; HOWEVER, A LACK OF PUBLIC INTEREST AND AWARENESS IN CRIME PREVENTION WAS NOTED. BASED ON OBSERVATIONS OF THE PROBLEMS, IT WAS RECOMMENDED THAT THE DEPARTMENT INITIALLY CONCENTRATE ITS PREVENTION EFFORTS ON ONE OR TWO HIGH-CRIME AREAS, THAT DATA BE COLLECTED TO INDICATE THE SUCCESS OF THESE PROGRAMS, THAT CITIZEN INPUT SHOULD BE SOLICITED FOR POLICE PROGRAMS....DMC
