THE REPORT OF THE ROYAL COMMISSION OF ONTARIO, CANADA, IS PRESENTED; IN THIS VOLUME, THE GEOGRAPHY OF THE TORONTO JAIL AND ALLEGATIONS OF PRISONER DISTURBANCES AND VIOLENCE CONSIDERED BY THE COMMISSION ARE PRESENTED.
Abstract
THE TORONTO JAIL CURRENTLY HAS THE CAPACITY TO HOUSE BETWEEN 700 AND 800 INMATES. BECAUSE OF INADEQUATE RUNDOWN FACILITIES, TWO NEW JAILS ARE UNDER CONSTRUCTION. THE CONTROL ROOM, ADMINISTRATIVE OFFICES, WAITING ROOM, AND VISITING ROOM ACCESS ARE LOCATED ON THE FIRST FLOOR. THE SECOND AND THIRD FLOORS ARE IDENTICAL IN LAYOUT; EACH HAS FOUR CORRIDORS OF 18 LARGE CELLS. THE FOURTH FLOOR, WHICH AT ONE TIME WAS USED EXCLUSIVELY FOR FEMALE INMATES, NOW ACCOMMODATES FEMALES IN ONLY TWO OF ITS FOUR CORRIDORS. THE REMAINING CORRIDORS NOW HOUSE THE PSYCHIATRIC FACILITY. THE FIFTH FLOOR CONTAINS FEMALE INMATES, A SEGREGATION AREA, A HOSPITAL AREA, VISITING ACCOMMODATIONS, AN ARTS AND CRAFTS ROOM, AND A ROOFTOP EXERCISE YARD. THERE ARE NO DINING HALLS IN THE JAIL; ALL MEALS ARE BROUGHT TO THE CELLS. THE ALLEGATIONS CONSIDERED IN THIS VOLUME ARE PRINCIPAL ALLEGATIONS. THEY AROSE DIRECTLY OUT OF CHARGES MADE BY A FORMER CORRECTIONAL OFFICER AND A NURSE. THE ALLEGATIONS SECTION ALSO INCLUDES OTHER ACCOUNTS THAT CAME TO LIGHT DURING THE GIVING OF EVIDENCE IN THE ABOVE-STATED SITUATIONS. A CONSISTENT FORMAT IS FOLLOWED FOR EACH ALLEGATION PRESENTATION; A NARRATIVE DESCRIPTION OF THE ALLEGED INCIDENTS, EXCERPTS OF TESTIMONY FROM THE COMMISSION HEARING, AND EVIDENCE GIVEN BY MAJOR PARTICIPANTS IN THE INCIDENTS.
