The city of Richmond (Virginia) has published a request for proposal (RFP) from vendors or individuals qualified to provide a residential boot camp, education program, and a nonresidential boot camp aftercare program for juvenile offenders.
Abstract
The city has provided funding for these programs as part of a continuum of programs and services for youth adjudicated delinquent by the city's juvenile court. The outcome objectives established by the city in deciding to implement the boot camp include a minimum 60 percent rate of suppression in unlawful behavior, at least a 25 percent reduction in the number of youth committed to the State's juvenile correctional facilities by the Richmond juvenile court, increases in academic abilities of juvenile offenders, increases in social and cognitive competencies, and completion of community service hours and restitution as ordered by the juvenile court. This RFP specifies the scope of work, required format, submission information, closing date, contact for inquiries, contractual obligation, substantive nature of proposals, and evaluation and selection procedures related to the project.
