This chapter outlines the stage of operating a partnership-based service delivery system under the continuum of effective community-based programs and services for at-risk youth.

Abstract

Once time, resources, and money have been committed by all parties involved in the local partnership developed in the continuum of community-based programs and services for at-risk youth, the delivery system of programs and services is ready to become operational. In this chapter, the components necessary in making the service delivery system operational are presented and discussed. Components within the service delivery system include: (1) designing a functional organizational structure and developing human capital (staff); (2) hiring staff collaboratively with partnership agreement; (3) orienting and training staff thoroughly; (4) justifying resources and emphasizing permanent funding; (5) developing, selecting, and continuing key services according to need, stability, accessibility, and quality; (6) incorporating analysis and evaluation for process improvement; (7) integrating service delivery into existing environment; (8) establishing communication tools for partnership staff to ensure information is flowing in and out; (9) writing operational guidelines to document procedures; and (10) building a committed partnership to withstand the demands and continue the building process.
