WHILE LAUDING THE EXISTING EFFECTIVINESS OF THE COURT SYSTEM, RECOMMENDATIONS ARE OFFERRED WHICH INVOLVE THE INSTITUTION OF NEW PROCESSES PERMITTING THE ACHIEVEMENT OF PREVIOUSLY UNCHARTED GOALS.
Abstract
BASED ON THE ANALYSIS OF THE OPERATION AND PROBLEMS OF THE APPELLATE PROCESS IN DELAWARE, RECOMMENDATIONS ARE PROPOSED WHICH ALLOW IMPROVEMENTS TO BE MADE IN STAGES CHANGES IN EXISTING RULES AND PRACTICES ARE URGED IN THE FOLLOWING AREAS: INITIATION OF APPEALS, PREPARATION OF RECORD, ARGUMENT, RULES FORMAT, AND INDIGENT APPELLANTS. CHANGES IN PROCESS ARE SUGGESTED IN THE SPHERES OF MONITORING AND CALINDARING. CHANGES IN RECORDKEEPING PROCEDURES ARE ALSO PROPOSED....RCB
