This report provides 1999-2000 statistics on the exercise of certain police powers in England and Wales under Britain's Police and Criminal Evidence Act 1984 (PACE), namely, stops and searches, road checks, persons detained for more than 24 hours without charge, persons detained under warrant of further detention, and intimate searches.
Abstract
Certain police powers under PACE were implemented on January 1, 1986. For provisions in sections 5, 50, and 55 of PACE, there is a requirement for chief officers of police to collect and publish statistics that monitor their use. These provisions cover stops and searches of persons or vehicles, road checks, detention of persons, and intimate searches of persons. The statistics in this report also cover some other stop and search powers. The data indicated that during 1999-2000, the police stopped and searched 857,200 persons and/or vehicles, 21 percent fewer than in 1998-1999. Resulting arrests decreased by 11 percent, down from 121,300 in 1998-1999 to 108,500 in 1999-2000. During 1999-2000, 13 percent of searches led to an arrest, two percentage points higher than in 1998-1999. A total of 291 road checks were conducted in 1999-2000, up 30 percent from the 224 checks conducted in 1998-1999. The number of persons detained for more than 24 hours and subsequently released without charge was 570 during 1999-2000, 20 percent fewer than during 1998-1999. A total of 170 intimate searches were conducted during 1999-2000, 51 more than in 1998-1999. Most were for drugs, and Class A drugs were found during 25 searches. 13 tables, 3 figures, and 13 notes
