This report presents 1993 police data for England and Wales pertinent to police powers addressed under the Police and Criminal Evidence Act 1984 (PACE).
Abstract
PACE took effect on January 1, 1986. Provisions address police stops and searches of persons or vehicles, road checks, detention, and intimate searches of persons. Findings show that in 1993 the police recorded 442,800 stops and searches under PACE and other legislation. This was 26 percent more than in 1992. A total of 55,900 arrests resulted from stops and searches in 1993, a 15-percent increase when compared to 1992; 13 percent of the stops and searches resulted in an arrest. A total of 3,560 road checks were recorded in 1993, eight times the number in 1992 due to increased activity by the London Police. In 1993 some 459 persons were detained for more than 24 hours and subsequently released without charge, 14 percent more than in 1992. There were 301 warrants of further detention in 1993, granted to extend detention beyond 36 hours. In 244 or 81 percent of these cases, the person was subsequently charged. Forty-one persons were subject to an intimate search in 1993, a 42-percent reduction compared to 1992. 10 tables
