This report presents curfew check and arrest information for those jurisdictions participating in Delaware’s Operations Safe Streets program from 1999 to 2002.
Abstract
In 1997, the Governor’s Task Force (GTF) on Violent Crime launched Wilmington, Delaware's Operation Safe Streets (OSS) initiative, targeting adult probationers with serious criminal backgrounds. These individuals are designated as “high-risk,” such as violent felony, drug, or weapon offenses and the programs intent is to ensure that they remain in compliance with curfews and other conditions of their probation. Participants are subjected to increased surveillance and infractions have severe and immediate consequences. In 1999, the program expanded to include: New Castle County, Kent County, Sussex County, and the City of Dover. This report presents OSS/GTF summary statistics by jurisdiction from 1999 to 2002. Within the first 6-months of 2002, OSS/GTF probation/police officer teams made 4,124 curfew checks statewide and in 2,607 cases (63 percent) the probationers were home at curfew and in 1,517 cases (37 percent) the probationers were not at home. Sussex County had the highest curfew compliance rate with 81 percent. During this same time period, OSS/GTF activities resulted in 1,022 persons arrested statewide. Between January 1999 and June 2002, a total of 6,910 arrests were made as a result of OSS/GTF activities with at least 67 percent of those arrested being probation violators. Tables and appendices
