THIS ALLOCATION STRATEGY INTEGRATES THE THREE MAJOR PATROL TACTICS, VIEWS PATROL AS OFFENSIVE, NOT REACTIVE, AND OPTIMIZES THE EFFECTIVENESS OF THE PATROL FORCE UNIT WITH RESPECT TO THE OBJECTIVES OF POLICE WORK.
Abstract
THE THREE TACTICAL OBJECTIVES OF PATROL WORK ARE APPREHENSION, INTERCEPTION, AND PREVENTION. THIS STRATEGY IS BASED ON THE NOTIONS THAT THE PRESENT RANDOM PATROL CONCEPT PROVIDES RESPONSE CAPABILITY BUT VIRTUALLY NO OFFENSIVE CAPABILITY, AND THAT SATURATION PATROLLING IS REQUIRED TO REALIZE ANY SIGNIFICANT INCREASE IN CRIME PREVENTION. THE STEPS FOR DETERMINING THE OPTIMAL INTEGRATED OFFENSIVE PATROL STRATEGY (OIOPS) DEPLOYMENT ARE OUTLINED. THEY INCLUDE MATHEMATICAL CALCULATION OF THE NUMBER OF UNITS REQUIRED TO GUARANTEE THE MINIMUM ACCEPTABLE RESPONSE CAPABILITY, PLACING THE REMAINDER OF THE PATROL FORCE IN TACTICAL UNITS TO BE USED FOR SATURATION PATROLS, USING TACTICAL UNITS TO SATURATE SPECIFIC TARGET AREAS, AND RANDOMIZING SATURATIONS TO TAKE ADVANTAGE OF RESIDUAL EFFECTS. THE INITIAL MATHEMATICAL CALCULATIONS REQUIRED ARE DISCUSSED IN DETAILS ALONG WITH BARRIERS TO IMPLEMENTATION OF OIOPS.
