RECOMMENDATIONS ARE PRESENTED FOR THE NUMBER OF PERSONNEL NECESSARY FOR THE ORANGE COUNTY, N.Y. JAIL, WHICH HAS A TOTAL CELL CAPACITY OF 174 TO 190 MALES AND 16 FEMALES.
Abstract
THIS STUDY WAS CONDUCTED BY THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY IN 1978, UPON AUTHORIZATION BY THE ORANGE COUNTY LEGISLATURE, TO DETERMINE THE TOTAL NUMBER OF PERSONNEL REQUIRED TO OPERATE THE JAIL AND THE NUMBER OF PERSONNEL THAT SHOULD BE ASSIGNED TO EACH TOUR OF DUTY OR SHIFT. THE STUDY REQUEST FOLLOWS SUITS AGAINST THE JAIL AND THE COUNTY GOVERNMENT CHALLENGING JAIL CONDITIONS AND SERVICES AND A MANPOWER ANALYSIS OF THE JAIL BY THE NEW YORK STATE COMMISSION OF CORRECTIONS, WHICH RECOMMENDED THE ADDITION OF 15 PERSONNEL TO THE JAIL STAFF. THIS STUDY WAS REQUESTED BY THE COUNTY IN ORDER TO RECEIVE INPUT FROM AN OUTSIDE, INDEPENDENT SOURCE. THE HISTORY AND CHARACTERISTICS OF THE JAIL ARE PRESENTED, ALONG WITH EXISTING PERSONNEL AND CHARACTERISTICS OF THE 1977 JAIL POPULATION, PROGRAM, AND ACTIVITIES. IT WAS DETERMINED THAT MINIMUM STAFFING REQUIREMENTS WOULD REQUIRE 37 BASIC JAIL PERSONNEL EACH DAY. A FULL COVERAGE FACTOR WHICH TAKES INTO ACCOUNT VACATIONS, ANNUAL LEAVE, AND SICK DAYS BRINGS THE TOTAL NUMBER OF BASIC JAIL PERSONNEL REQUIRED TO 60. EIGHT FULL-TIME AND THREE PART-TIME SERVICE PERSONNEL ARE RECOMMENDED, BRINGING THE TOTAL NUMBER OF JAIL PERSONNEL SUGGESTED TO 71--10 MORE THAN THE PRESENT STAFF. BRIEF JOB DESCRIPTIONS FOR EACH POSITION ARE GIVEN. IN ADDITION TO BASIC JAIL PERSONNEL AND SERVICES PERSONNEL, IT IS ALSO RECOMMENDED THAT ADDITIONAL ADMINISTRATIVE PERSONNEL BE HIRED TO AID IN PLANNING, BUDGETING, RESEARCH, TRAINING, AND PROGRAM DEVELOPMENT. IT IS FURTHER RECOMMENDED THAT THE COUNTY TAKE A COMPREHENSIVE VIEW OF ITS ENTIRE CRIMINAL JUSTICE SYSTEM. APPROPRIATE JAIL REGULATIONS PROMULGATED BY THE NEW YORK STATE COMMISSION OF CORRECTION ARE INCLUDED. (RCB)
