AN EVALUATION, DATED SEPTEMBER 1976, OF OVER THREE YEARS OF PROJECT OPERATION THAT SUBSIDIZED 29,441 APPLICANTS IN THEIR COMMUNITY REINTEGRATION.
Abstract
THIS REPORT IS BASED ON RESULTS OF A 25 PERCENT RANDOM SAMPLE OF CLIENTS SERVED BY THE PROJECT IN CALENDAR YEAR 1973. THE SAMPLE, NUMBERING 152 CLIENTS IS TO BE INTERPRETED AS REPRESENTATIVE OF CLIENTS SERVED IN 1973. THE FINDINGS ARE BASED ON DATA DESCRIBING BACKGROUND OF CLIENTS SERVED, SERVICES RENDERED THESE CLIENTS, RECIDIVISM, AND PROBABLE PROJECTED EFFECT OF THESE SERVICES ON CLIENT RECIDIVISM. GENERALIZATIONS INCLUDED CONCLUSIONS THAT THE PROJECT TENDED TO SERVE CLIENTS MAKING THEIR TRANSITION FROM INCARCERATION BACK TO THE COMMUNITY; HOWEVER, RECIDIVISM RATES WERE BASED LARGELY ON CLIENTS' BACKGROUND CHARACTERISTICS RATHER THAN THE PROGRAM'S EFFECTS. FINDINGS ALSO SHOW THAT SUBSIDIES FOR EMPLOYMENT HAVE A MINOR BUT PERSISTENT EFFECT OF LOWERING RECIDIVISM RATES, AND OTHER SUBSIDIES POSSIBLY HAVE A DETRIMENTAL EFFECT. RECOMMENDATIONS INCLUDE SUGGESTIONS THAT THE PROGRAM'S THEORY BE REVISED AND CALLS FOR FURTHER RESEARCH. APPENDIXES CONTAIN STATISTICAL CHARTS AND DIAGRAMS....TWH
