A DETAILED EXAMINATION OF THE CLIENT RESOURCES AND SERVICES PROJECT, WHICH PROVIDES FUNDS FOR AUGMENTING THE RESOURCES AND CLIENT SERVICE OPTIONS AVAILABLE TO CURRENT AND FORMER CLIENTS OF CORRECTIONAL AGENCIES IN PORTLAND.
Abstract
THIS PROJECT IS ONE OF SEVEN INTERRELATED OPERATIONS OF THE CORRECTIONS IMPACT PROGRAM INTENDED TO REDUCE THE INCIDENCE OF HOMICIDE, RAPE, ROBBERY, AGGRAVATED ASSAULT, AND BURGLARY IN PORTLAND. AT ITS SIMPLEST LEVEL, THE CLIENT RESOURCES AND SERVICES (CRS) PROJECT ACTS AS A PURCHASING AGENT ON BEHALF OF THE TREATMENT STAFF OF OTHER OPERATING UNITS. THE MAJOR SOURCES OF PURCHASE REQUESTS HAVE BEEN THE DIVISION'S INSTITUTIONAL PROGRAMS, WORK RELEASE CENTERS, AND PROBATION AND PAROLE OPERATIONS IN MULTNOMAH COUNTY. CRS PROVIDES MONIES FOR SUCH PROGRAMS AS VOCATIONAL TRAINING, REMEDIAL EDUCATION, JOB DEVELOPMENT, EDUCATION, RESIDENTIAL CARE, MAINTENANCE SUBSIDIES, INCENTIVE ALLOWANCES, CITIZEN SPONSORSHIP, INDIVIDUAL AND FAMILY COUNSELING. PROGRESS MADE ON THE PROCESS OBJECTIVES STATED IN THE DIVISION'S PROPOSAL TO LEAA IS REPORTED. EDUCATIONAL PROGRAM GOALS WERE NOT ATTAINED, BUT VOCATIONAL TRAINING OBJECTIVES WERE MET OR EXCEEDED. PARTIAL OBJECTIVE ACHIEVEMENT WAS NOTED FOR JOB PLACEMENT, FAMILY COUNSELING, GROUP COUNSELING, INSTITUTIONAL CLIENT-SPONSOR MATCHING OBJECTIVES. SHORT SHORT TERM RESIDENTIAL CARE AND SHORT TERM CLIENT SUBSIDY OBJECTIVES WERE EXCEEDED.
