THIS OREGON TASK FORCE REPORT ON JUVENILE CORRECTIONS PRESENTS PROPOSALS REGARDING FACILITIES AND PERSONNEL, JUVENILE COURT PROCEDURES, JUVENILE SERVICES LEGISLATION, DELINQUENCY PREVENTION, AND SYSTEM ORGANIZATION.
Abstract
A SUMMARY OF PROPOSALS, POLICY STATEMENTS, MAJOR PROBLEM AREA STATEMENTS, AND DEFINITIONS OF TERMS PRESENTED BY THREE SUBCOMMITTEES MAKING UP THE TASK FORCE ARE PRESENTED. THE TASK FORCE DIVIDED UP THE WORK ASSIGNMENTS IN THIS MANNER: (1) THE FIRST SUBCOMMITTEE EXAMINED PREVENTION OF JUVENILE DELINQUENCY AND EARLY INTERVENTION, YOUTH EMPLOYMENT, AND STATISTICAL ANALYSIS; (2) THE SECOND SUBCOMMITTEE CONCENTRATED ON INTAKE INTO THE JUVENILE JUSTICE SYSTEM, DIVERSION, PROBATION AND DISPOSITION PROCEDURES, DETENTION STANDARDS, DEVELOPMENT OF ADDITIONAL COMMUNITY-BASED RESOURCES, AND THE NEED FOR A UNIFORM DATA COLLECTION SYSTEM; AND (3) THE THIRD SUBCOMMITTEE FOCUSED ON THE OPERATION OF EXISTING INSTITUTIONS FOR JUVENILES, DISPOSITIONAL ALTERNATIVES, DIFFERENT METHODS OF FUNDING THE SYSTEM, AND THE RELATIONSHIP OF THE JUVENILE COURTS AND CHILDREN'S SERVICES DIVISION. THE SUBCOMMITTEES' PROPOSALS ARE DIVIDED INTO THREE GROUPS ACCORDING TO PRIORITIES. EXAMPLES OF PROPOSALS ARE EXPANSION OF THE EXISTING STATE AID PROGRAM TO SCHOOL DISTRICTS OPERATING CHILD DEVELOPMENT SPECIALIST PROGRAMS, PROVISION OF TAX DEDUCTIONS TO EMPLOYERS WILLING TO HIRE JUVENILE EMPLOYEES, EXTENSION OF THE NONDISCRIMINATION PROVISIONS OF EXISTING LAW TO COVER THE JUVENILE TRAINING SCHOOLS, AND ESTABLISHMENT OF A MATERNAL-INFANT SERVICES STUDY PROJECT TO STUDY FACTORS NECESSARY FOR THE CREATION OF A NURTURING MATERNAL-INFANT RELATIONSHIP WHICH HAS IMPLICATIONS FOR LATER BEHAVIOR IN THE CHILD. A SUMMARY OF STATEMENTS ON FISCAL IMPACT, PROPOSAL PRIORITY, AND POLICY AND PROBLEM STATEMENTS FOLLOW PROPOSAL DESCRIPTIONS.
