Abstract
THE ADVISORY BOARD WAS MADE UP OF A GROUP OF PROMINENT CITIZENS. ANALYSIS OF THE STRUCTURES OF THE TWO AGENCIES, THE KINDS OF COMPLAINTS RECEIVED, AND THE METHODS USED IN RESOLVING THEM SHOWED THAT DIFFERENCES IN MANDATE, STAFFING, ORGANIZATIONAL ENVIRONMENT, AND IDEOLOGICAL COMMITMENT PRODUCED TWO RATHER DISTINCT TYPES OF PROCEDURES THAT OSTENSIBLY DEALT WITH THE SAME PROBLEM.
