This book is a compilation by the United Nations of all relevant documentation on transnational organized crime, organized in reverse chronological and sequential order.
Abstract
The goal of this book is to provide a useful research tool and reference source for governments, experts, and all persons interested in the subject of international organized crime. It reviews the history of United Nations' congresses, begun in 1975, convened to address the prevention of transnational organized crime and treatment of offenders, in order to strengthen international cooperation against organized crime's threat to developing countries as well as developed countries. For example, the Naples Political Declaration and Global Action Plan, which emphasized the need and urgency for global action against organized transnational crime and focused on the structural characteristics of criminal organizations is discussed. The documents contained here are organized into three groups: reports and resolutions in response to the recommendations contained in the Naples Political Declaration and Global Action Plan; resolutions by which the legislative bodies of the United Nations gave the mandate for the organization of the Naples World Ministerial Conference on Organized Transnational Crime; and the documentation of the Conference, with its final outcome. And, lastly, the studies and political pronouncements of the United Nations prior to the Naples Conference are included. In conclusion, it is emphasized that there is a need to not only develop more effective, global strategies for the prevention and control of organized crime in all of its forms but also to provide the required help to countries in need, in order to apply newly developed strategies universally.
