Abstract
THE AREAS OF ORGANIZED CRIMINAL ACTIVITY DISCUSSED INCLUDE NARCOTICS AND DANGEROUS DRUGS, ORGANIZED THEFT, THE BUYING AND RECEIVING OF STOLEN GOODS, CIGARETTE SMUGGLING, PROSTITUTION, PORNOGRAPHY, CORRUPTION OF LAW ENFORCEMENT AND PUBLIC OFFICIALS AND THE INFILTRATION OF LEGITIMATE BUSINESSES, RECOMMENDATIONS ON THE DETECTION, CONTROL, AND PREVENTION OF ORGANIZED CRIME CONDITIONS IN NORTH CAROLINA ARE ALSO INCLUDED. SUGGESTED ARE A GENERAL WITNESS IMMUNITY STATUTE TO COMPEL WITNESSES TO TESTIFY ON THREAT OF BEING IN CONTEMPT OF COURT, AND LEGISLATION TO CONTROL ELECTRONIC SURVEILLANCE IN NORTH CAROLINA AND TO PROVIDE FOR COURT ORDERED ELECTRONIC SURVEILLANCE IN THE INVESTIGATION OF FELONY VIOLATIONS INVOLVING INDIVIDUALS ENGAGED IN A CONTINUING CRIMINAL ACTIVITY.
