REPORT OF THE SAN DIEGO COUNTY GRAND JURY CONCERNING ITS INVESTIGATION INTO ALLEGATIONS OF ORGANIZED CRIME OPERATIONS AND CORRUPTION OF PUBLIC OFFICIALS WITHIN THE COUNTY CONDUCTED IN MAY-JULY 1976.
Abstract
THE INVESTIGATION WAS UNDERTAKEN TO DETERMINE THE PRESENCE OF ORGANIZED CRIME IN SAN DIEGO COUNTY; THE NATURE AND EXTENT OF THE PROBLEM; WHAT STEPS ARE BEING TAKEN BY COUNTY OFFICIALS TO DEAL WITH IT; AND THE NEEDS OF THE COUNTY GOVERNMENT TO DEAL WITH THE PROBLEM. WITNESSES FROM BOTH FEDERAL ADN STATE GOVERNMENTS WERE INVITED TO APPEAR BEFORE THE GRAND JURY. EACH WAS CALLED TO PRESENT HIS VIEWS OF THE PRESENCE OF ORGANIZED CRIME IN THE COUNTY, HOW WELL LOCAL OFFICIALS WERE HANDLING THE PROBLEM, AND TO PROVIDE RECOMMENDATIONS ON HOW SAN DIEGO COUNTY COULD IMPROVE ITS CONTROL OF ORGANIZED CRIME. IN ADDITION, DISCUSSIONS WERE HELD WITH THE LOCAL OFFICE OF THE STATE'S ATTORNEY GENERAL AND AN INDEPENDENT AUDIT OF EXPENDITURES OF FUNDS ALLOCATED FOR ORGANIZED CRIME COMBATTING PROJECTS. FINDINGS INDICATE THAT THERE IS ORGANIZED CRIME PRESENT IN SAN DIEGO TO AN EXTENT THAT IS UNQUANTIFIABLE TO AN EXTENT AND THAT STEPS BEING TAKEN BY COUNTY OFFICIALS TO COMBAT THE PROBLEM ARE PRESENTLY ADEQUATE AND EFFECTIVE. RECOMMENDATIONS INCLUDE MEASURES TO SAFEGUARD AGAINST THE CORRUPTION OF ELECTED AND APPOINTED PUBLIC OFFICIALS, ON-GOING GRAND JURY INVESTIGATIONS OF THE PROBLEM, AND SUGGESTIONS FOR PROJECT FUNDING AND INFORMATION FLOW.
