CONGRESSIONAL TESTIMONY AND INFORMATION REGARDING METHODS EMPLOYED BY ORGANIZED CRIME GROUPS TO ILLEGALLY INFLUENCE PARIMUTUEL RACING AT ALL LEVELS.
Abstract
THE REPORT INCLUDES A RECITATION OF THE EVENTS THAT LED TO THE TAKEOVER OF ONE RACE TRACK BY ELEMENTS OF ORGANIZED CRIME. TESTIMONIES OF UNDERWORLD FIGURES EXPLAIN HOW BRIBES WERE ROUTINELY MADE TO RACING COMMISSIONERS AND PUBLIC OFFICIALS IN EXCHANGE FOR RACING LICENSES AND FAVORABLE RACING DATES. THE SOPHISTICATED METHODS EMPLOYED BY TRAVELING GROUPS OF CRIMINALS TO FIX RACES BY DRUGGING THE HORSES ARE DESCRIBED. THE INADEQUACY OF THE RACING INDUSTRY'S SECURITY FORCE IS POINTED OUT. SPECIFIC RECOMMENDATIONS ARE SUGGESTED FOR ADOPTION BY THE FEDERAL AND STATE GOVERNMENTS IN AN EFFORT TO CURB SUCH ILLEGAL ACTIVITIES.
