This Statistical First Release from the UK Department of Children, Schools and Families provides statistical data on all children and young people in England who had been continuously looked after by local authorities for at least 12 months as of September 30, 2009.
Abstract
Major findings from this review include: as of September 30, 2009, 43,200 children had been looked after continuously for at least 12 months by English local authorities, a 1 percent decrease from 2008; 32,300 of the children were of school age; 58 percent of those children aged 7 had achieved at least a level 2 at KS1 reading and 46 percent of those aged 11 had achieved at least a level 4 at KS2 English; for those 16 and over, 73 percent remained in full-time education and 14 percent were unemployed; 9 percent of the children aged 10 and over were cautioned or convicted for an offense during the year; and 5 percent of all children looked after by local authorities were identified as having a substance misuse problem during the year. Data for this summary, supplied by the 152 local authorities in England, covers all children and young people who had been continuously looked after by local English authorities for at least 12 months as of September 30, 2009. This report is the final year that the data will be collected in this manner. From 2010 forward, the information on this group of young people will be collected from the children looked after collection and the matched administrative data in the National Pupil Database and the Children Looked After Database. Information from the new data source is due to be released in November/December 2010. Charts and tables
