ALSO DISCUSSED IS THE 'BETTER LOOK' RULE, WHICH ALLOWS OFFICERS, WHO CAN NOT QUITE MAKE OUT SOMETHING WHILE STANDING WHERE THEY HAVE THE RIGHT TO BE, TO GO WHERE THEY HAVE NO RIGHT TO BE IN ORDER TO GET A BETTER LOOK.
