This document serves as a user manual for the Overdose Mapping Application Program (ODMAP) platform, which is a tool for collecting and tracking geographic data points of suspected overdose events. It is managed and supported by the Washington Baltimore High Intensity Drug Trafficking Area (W/B HIDTA), and is a free Web-based, mobile-friendly software platform that is available to local, state, federal, and tribal entities serving in the interest of public safety and health as part of their official mandate. Eligible entities include: law enforcement; fire and emergency medical services (MS) departments; hospitals; medical examiners’/coroners’ offices; and criminal justice and public health personnel. This ODMAP user guide provides a comprehensive overview of the ODMAP platform, including background on its creation, and its application for communities. The document is organized into four main sections, providing: context and history of ODMAP; a description of ODMAP platform and features; an elaboration of the expansion of ODMAP and examples of the ways in which communities are using it to respond to overdoses; and the last section highlights efforts by states to expand overdose reporting.
