THE PRESENT STATE PLANNING AGENCIES (SPA'S) HAVE NOT BEEN NEARLY AS EFFECTIVE AS THEY COULD BE, STATES THE AUTHOR, WHO RECOMMENDS THAT NEW AGENCIES BE FORMED WITH THE POWER TO COORDINATE ALL IN-STATE CRIMINAL JUSTICE AGENCIES.
Abstract
A RECAPITULATION OF THE 1967 PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND THE ADMINISTRATION OF JUSTICE AND THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS' RECOMMENDATIONS PRECEDES A SUMMARY OF LEAA ACTIVITY MANDATED BY THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968. ONE MAJOR FAULT OF THE SYSTEM IS IN THE DISTRIBUTION OF FEDERAL FUNDS. THE AUTHOR BELIEVES THAT THE DISTRUBUTION FORMULA BASIS FOR LEAA FUNDS SHOULD BE CHANGED FROM POPULATION TO RATES OF CRIME, THUS GETTING MORE MONEY TO THE CITIES WHERE THE PROBLEMS ARE. THE STATE AGENCIES THAT HE DISCUSSES WOULD COLLECT ALL THE DATA NECESSARY TO SHOW HOW WELL OR HOW BADLY THE ENTIRE CRIMINAL JUSTICE SYSTEM IN EACH STATE WORKS; MAKE PLANS THAT ENCOMPASS ALL THE OPERATIONS OF ALL CRIMINAL JUSTICE AGENCIES WITHIN EACH STATE; SET GENERAL GOALS FOR THE ANNUAL BUDGETS OF ALL CRIMINAL JUSTICE AGENCIES WITHIN EACH STATE; ESTABLISH STATEWIDE STANDARDS FOR THE OPERATION OF ALL CRIMINAL JUSTICE AGENCIES IN EACH STATE, FOR THE PERSONNEL OF ALL CRIMINAL JUSTICE AGENCIES AND FOR THEIR TRAINING; AND INFLUENCE, EITHER ADMINISTRATIVELY, OR LEGISLATIVELY WHERE NECESSARY, CHANGES ANYWHERE WITHIN THE CRIMINAL JUSTICE SYSTEM.
