THE ESSENCE OF THE MAJOR STANDARDS IN EACH OF THE SEVENTEEN AREAS IS PRESENTED.
Abstract
IT IS CONSIDERED THAT THE STANDARDS ARE NOT EXPLICIT ENOUGH TO CONSTITUTE MODEL PROCEDURES THAT CAN BE IMPLEMENTED IMMEDIATELY ON A NATIONAL BASIS. THE AUTHOR BELIEVES, HOWEVER, THAT THEY ARE SUFFICIENTLY EXPLICIT TO REPRESENT A VIABLE APPROACH TO DEALING WITH CRITICAL PROBLEMS IN CRIMINAL JUSTICE. THE TITLES OF THE AREAS TO WHICH THE STANDARDS SPEAK ARE AS FOLLOWS - PROVIDING DEFENSE SERVICES, PRETRIAL RELEASE, FAIR TRIAL AND FREE PRESS, ELECTRONIC SURVEILLANCE, DISCOVERY AND PROCEDURE BEFORE TRIAL, PLEAS OF GUILTY, JOINDER AND SEVERANCE, SPEEDY TRIAL, TRIAL BY JURY, SENTENCING ALTERNATIVES AND PROCEDURES, PROBATION, CRIMINAL APPEALS, APPELLATE REVIEW OF SENTENCES, POST-CONVICTION REMEDIES, THE PROSECUTION FUNCTION AND THE DEFENSE FUNCTION, THE FUNCTION OF THE TRIAL JUDGE, AND THE URBAN POLICE FUNCTION.
