This is a 1993 summary of actions in the Minnesota juvenile justice system.
Abstract
Juvenile apprehensions accounted for approximately 25 percent of all arrests and apprehensions between 1985 and 1993. While Minneapolis and St. Paul combined accounted for 12 percent of Minnesota's 10- to 17-year-olds in 1995, they accounted for more than 40 percent of the Part 1 violent apprehensions (murder, rape, robbery, aggravated assault) for this age group in 1993. The number of juvenile court cases grew 56 percent from 1985 to 1993, and juvenile probation cases grew 90 percent. Counties, not the State, have jurisdiction over a majority of juveniles in residential treatment facilities. The total number of juvenile apprehensions in Minnesota rose 45 percent from 1985 to 1993. Juvenile apprehensions accounted for the majority of arrests for only three offenses: auto theft, arson, and vandalism. Juvenile court delinquency cases increased statewide by more than 55 percent, juvenile probation cases by more than 90 percent. Juveniles under county supervision increased 97 percent between 1989 and 1993.
