THE BUDGETS, PROGRAM GOALS, AND QUARTERLY ACHIEVEMENTS OF EACH DIVISION ARE INCLUDED, AND SUPPLEMENTARY SUPPORT PROGRAMS ARE BRIEFLY DESCRIBED.
Abstract
PER CAPITA POLICING COSTS AND SERIOUS CRIMES ARE REPORTED TO BE STILL FAR BELOW NATIONAL AND WESTERN STATES AVERAGES, AND THE CLOSURE RATE FOR SERIOUS CRIMES IS 3 PERCENT HIGHER IN COMPARISON; HOWEVER, SERIOUS CRIMES ARE UP 2.8 PERCENT, AND RELATIVELY MINOR OFFENSES INCREASED 11.6 PERCENT, WHILE THE CLOSURE RATE DECREASED BY 4 PERCENT. OTHER PROGRAM OBJECTIVES WERE GENERALLY ATTAINED OR SURPASSED. THE MAJORITY OF CRIME PROBLEMS INVOLVED YOUTH, BUT IT IS POINTED OUT THAT PACIFICA HAS MORE YOUTH PER CAPITA THAN ANY OTHER CITY IN THE COUNTY. THE DEPARTMENT REPORTS 53 FULL-TIME AND SEVERAL PART-TIME EMPLOYEES. THE 44 SWORN OFFICERS PROVIDE A RATIO OF 1 OFFICER PER 1,000 PERSONS. THIS RATIO IS CONSIDERED TOO LOW, AND THE INTENTION IS TO INCREASE IT. THE DEPARTMENT IS COMPOSED OF THE FOLLOWING DIVISIONS: ADMINISTRATION, CRIMINAL INVESTIGATION, ADMINISTRATIVE SERVICES, AND FIELD OPERATIONS. SUPPLEMENTARY SUPPORT PROGRAMS IN THE AREAS OF CRIME PREVENTION, MANAGEMENT, TRAINING, AND YOUTH SERVICES ARE BRIEFLY DESCRIBED. GRAPHS AND CHARTS ARE INCLUDED TO PROVIDE INFORMATION ON ORGANIZATIONAL STRUCTURE, PERSONNEL INFORMATION, AND CRIME STATISTICS. (RCB)
