THE AMENDED PALESTIAN NATIONAL COVENANT, A SUMMATION OF OFFICAL POSITIONS OF PALESTINIAN ORGANIZATIONS IN THE ISRAEL-ARAB CONFLICT, IS DISCUSSED BY A HEBREW UNIVERSITY PROFESSOR.
Abstract
THE NEW EMPHASIS ON PALESTINIAN PATRIOTISM AND THE SPECIAL STATUS OF PALESTINIANS, ARE IDENTIFIED IN THE COVENANT, ALONG WITH THE CONTINUING EMPHASIS ON THE INTEGRAL UNITY OF PALESTINE AND THE RIGHT OF SELF-DETERMINATION OF THE PALESTINIAN ARAB PEOPLES. ANOTHER ASPECT OF THE COVENANT THAT IS RAISED IS THE STIPULATION THAT JEWS WHO WERE LIVING PERMANENTLY IN PALESTINE UNTIL THE BEGINNING OF THE ZIONIST INVASION WILL BE CONSIDERED PALESTINIANS. THIS ARGUMENT LEADS TO THE CONCLUSION THAT JEWS WHO WILL NOT BE RECOGNIZED AS PALESTINIANS ARE ALIENS WHO HAVE NO RIGHT OF RESIDENCE AND MUST LEAVE. ADDITIONAL COVENANT STATEMENTS EMPHASIZE THE LIBERATION OF PALESTINE THROUGH ARMED STRUGGLE, THE COEXISTENCE OF SUCH LIBERATION WITH ARAB UNITY, AND THE IDEAS THAT THE PALESTINE ISSUE IS FATEFUL FOR ARAB EXISTENCE. THE PROVISION THAT THE EXISTENCE OF ISRAEL IS ILLEGAL CONDONES WAR AGAINST THIS COUNTRY, INVALIDATES THE PARTITIONING OF PALESTINE AND THE BALFOUR DECLARATION, AND RELATES ZIONISM AS A POLITICAL MOVEMENT TO WORLD IMPERIALISM. ADDITIONAL ARTICLES OF THE COVENANT DELINEATE THE ROLE OF THE PALESTINIAN LIBERATION ORGANIZATION, AND ITS RELATION TOWARD OUTSIDE STATES. PROVISIONS FOR COVENANT AMMENDMENT ARE INCLUDED. (AOP)
