REPORT ON GENERAL MANAGEMENT ASSISTANCE PROVIDED TO THE PALMER, MASSACHUSETTS, POLICE DEPARTMENT IN EVALUATING AND IMPROVING THE DEPARTMENT'S ABILITY TO RESPOND TO CHANGING COMMUNITY NEEDS IN THE DELIVERY OF SERVICES.
Abstract
PRIOR TO SUBMITTING THIS REPORT IN JANUARY OF 1973, A CONSULTANT INTERVIEWED NUMEROUS PUBLIC OFFICIALS AND POLICE OFFICERS AND ADMINISTRATORS IN PALMER. THREE VILLAGES COMPRISE PALMER, WITH A TOTAL AREA OF 32 SQUARE MILES AND A TOTAL POPULATION OF 12,000. THE POLICE DEPARTMENT CONSISTS OF 16 FULL-TIME AND 5 PART TIME OFFICERS, AND ONE CLERK. THE CONSULTANT OBSERVED A NEED FOR DEPARTMENTAL REORGANIZATION, DEVELOPMENT OF A MANAGEMENT INFORMATION SYSTEM, AND ESTABLISHMENT OF FORMALIZED POLICIES AND PROCEDURES. SPECIFIC RECOMMENDATIONS ARE MADE FOR ORGANIZATION AND STAFFING, MANPOWER AND EQUIPMENT ALLOCATIONS FOR PATROL SERVICES, AND ADMINISTRATIVE SERVICES.
