BOARD MEMBERSHIP, STATISTICAL ANALYSIS OF CASES, EDUCATION IN SCOTTISH PENAL FACILITIES, AND PAROLE SUPERVISION ARE CONSIDERED IN THIS 1978 REPORT FROM THE PAROLE BOARD FOR SCOTLAND.
Abstract
DURING 1978, THE 11TH YEAR OF OPERATION, THE BOARD MET ON 24 OCCASIONS TO CONSIDER CASES OF ALL CATEGORIES, AND ON 5 ADDITIONAL OCCASIONS MET TO DISCUSS POLICY AND PROCEDURES. MEMBERS OF THE BOARD HAVE BEEN CONTINUING, SINGLY OR IN SMALL GROUPS, TO VISIT PENAL FACILITIES HOUSING PAROLE-ELIGIBLE INMATES AND HAVE ATTENDED A NUMBER OF LOCAL REVIEW COMMITTEE MEETINGS. A TOTAL OF 807 CASES INVOLVING DETERMINATE SENTENCES WERE CONSIDERED, WITH 228 RECOMMENDED FOR PAROLE. TWENTY-EIGHT INMATES SERVING LIFE SENTENCES OR DETAINED DURING HER MAJESTY'S PLEASURE WERE CONSIDERED, AND ALL WERE RECOMMENDED FOR RELEASE ON LICENSE. FORTY-ONE CHILDREN AND YOUTH WERE INTERVIEWED BY THE BOARD, AND 34 WERE RECOMMENDED FOR RELEASE. WITH A VIEW TOWARD IMPROVING EDUCATION PROGRAMS IN PENAL INSTITUTIONS, THE BOARD OFFERS THE FOLLOWING RECOMMENDATIONS: (1) THE APPOINTMENT OF A CHIEF EDUCATION OFFICER TO BE RESPONSIBLE FOR THE DEVELOPMENT OF PENAL EDUCATION SERVICES, (2) THE APPOINTMENT OF A FULL-TIME EDUCATION OFFICER FOR EACH INSTITUTION, (3) THE ASSUMPTION BY THE CAREERS SERVICE OF THE REGION OF RESPONSIBILITY FOR THE GUIDANCE AND COUNSELING OF 16 TO 21 YEAR OLDS IN THE AREA OF EMPLOYMENT, (4) THE ADOPTION OF A POLICY WHEREBY A MAJORITY OF THE LONGER TERM 16 TO 21 YEAR OLDS SHOULD FOLLOW EDUCATIONAL PROGRAMS WITH A VOCATIONAL BIAS SUITED TO INDIVIDUAL NEEDS AND INTERESTS, (5) THE PROVISION OF EDUCATION AND COUNSELING FOR THE OLDER PRISONER, AND (6) COOPERATION BETWEEN THE EDUCATION OFFICER AND THE INDUCTION BOARD IN DEVELOPING AN APPROPRIATE EDUCATIONAL PROGRAM FOR NEW INMATES. THE NATURE OF THE SUPERVISION AVAILABLE TO PAROLEES AND YOUNG OFFENDER LICENSEES IS A MATTER OF CONCERN TO THE BOARD, AND SUGGESTIONS ARE OFFERED FOR IMPROVING THIS SUPERVISION. APPENDIXES CONTAIN THE PAROLE SCHEME, A SURVEY OF ANNUAL CASELOADS FROM 1969 TO 1978, BREACHES OF LICENSE CONDITIONS REPORTED TO THE PAROLE BOARD ANNUALLY FROM 1969 TO 1978, RESEARCH STATISTICS, AND TIME SPENT IN CUSTODY BY PERSONS RELEASED FROM LIFE AND HER MAJESTY'S PLEASURE SENTENCES.
