THIS THREE-PART REPORT CONTAINS A PAPER ENTITLED 'CRIME AND CORRECTIONS - A NEW APPROACH TO A FAILING SYSTEM,' A SUMMARY OF THE PAPER, AND AN IMPLEMENTATION PLAN FOR PHASING THE NEW APPROACH INTO THE EXISTING SYSTEM.
Abstract
THE NEW APPROACH TO THE CORRECTIONAL SYSTEM INVOLVES A FOUR-LEVEL CONFINEMENT MODEL CONSISTING OF THE FOLLOWING: LEVEL ONE - A HALFWAY HOUSE OR COMMUNITY RELEASE CENTER FOR OFFENDERS REQUIRING MINIMUM CONTROL TOGETHER WITH COUNSELING; LEVEL TWO - A COMMUNITY RELEASE CENTER AT WHICH ALL PERTINENT COMMUNITY SERVICES WOULD BE AVAILABLE; LEVEL THREE - A LOCKED COMPLEX SIMILAR TO MEDIUM SECURITY INSTITUTIONS HAVING FACILITIES FOR OCCUPATIONAL TRAINING AND UPGRADING; AND LEVEL FOUR INSTITUTIONS SIMILAR TO EXISTING FEDERAL FACILITIES ALTHOUGH SMALLER AND GEARED TOWARD TREATMENT. THE OBJECTIVE OF THIS APPROACH WOULD BE TO INTEGRATE THE PAROLE SERVICE WITH THE PENITENTIARY SERVICE, MAKING BETTER USE OF EXISTING AND POTENTIAL HUMAN RESOURCES.
