SUMMARY OF SERIES OF REPORTS ON PROJECT TO DEVELOP, TEST, AND DEMONSTRATE PROGRAMS OF IMPROVED INFORMATION FOR PAROLE DECISION MAKING.
Abstract
THE USE OF MODERN TECHNOLOGY IN PAROLE DECISION MAKING IS EXPLORED IN THIS REPORT. THE GENERAL GOALS OF THE PROJECT ARE TO PROVIDE OBJECTIVE, RELEVANT INFORMATION FOR INDIVIDUAL CASE DECISIONS, TO SUMMARIZE EXPERIENCE WITH PAROLE AS AN AID TO IMPROVED DECISIONS, AND TO AID PAROLING AUTHORITIES IN MORE RATIONAL DECISION-MAKING FOR INCREASED EFFECTIVENESS OF PRISON RELEASE PROCEDURES. TWO GENERAL CLASSES OF DECISIONS ARE MADE BY PAROLING AUTHORITIES - DECISIONS ON INDIVIDUAL PERSONS (CASE DECISIONS), AND DECISIONS ABOUT THEIR DECISIONS, I.E., PAROLING POLICY DECISIONS. THE PROJECT INCLUDES THE STUDY OF EACH OF THESE TYPES. THE PROBLEMS IN EACH CASE INCLUDE THE IDENTIFICATION AND DEFINITION OF DECISION OBJECTIVES - INFORMATION ELEMENTS DEMONSTRABLY RELEVANT TO THE DECISION, THE AVAILABLE DECISION ALTERNATIVES, AND THE CONSEQUENCES OF THOSE ALTERNATIVES.
