EXCERPTS ARE PRESENTED FROM THE JUDICIARY POLICE REPORT ON THE 46TH SESSION OF THE GENERAL ASSEMBLY OF O.I.P.C. INTERPOL WHICH DEAL WITH THE ISSUE OF INTERNATIONAL CRIME.
Abstract
THE MEETING EMPHASIZED THE CHANGES THAT HAVE OCCURRED IN THE VOLUME AND NATURE OF CRIMINALITY. HIGHLIGHTED WERE THE INCREASES IN KIDNAPPINGS, COMMANDO STYLE ATTACKS, INTERNATIONAL FRAUD, WHITE COLLAR CRIMES, THE INCREASED USE OF DRUGS BY YOUTH, AND THE INCREASED INTERNATIONALISM OF ALL TYPES OF CRIMES. IN THE CASE OF THE TRAFFIC OF OPIUM AND ITS DERIVATIVES, THERE WAS A DROP IN WORLD SEIZURES DURING 1974 AND 1975, BUT THERE WAS AN INCREASE OF 19 PERCENT IN 1976. SIXTY-NINE PERCENT OF THESE WERE IN THE FAR EAST AND 27 PERCENT IN THE MIDDLE EAST, ESPECIALLY IRAN AND PAKISTAN. THE AMOUNT OF MORPHINE SEIZED INCREASED BY 14 PERCENT WITH A YEAR TOTAL OF 129 PERCENT. THESE NUMBERS CONTINUED THE TREND NOTED IN THE LAST FEW YEARS THAT THE TRANSFORMATION OF OPIUM INTO MORPHINE AND HEROIN OCCURS NEAR THE PRODUCTION CENTERS. THE SEIZURES OF HEROIN WERE LARGER THAN THOSE FOR MORPHINE AND OPIUM. THE NUMBER OF RAIDS AND PERSONS CAUGHT INCREASED BY 100 PERCENT WHILE THE AMOUNTS SEIZED INCREASED BY 150 PERCENT. THE COCAINE TRAFFIC REMAINED MUCH THE SAME WITH THE U.S. REPORTING THE LARGEST SEIZURES. REPORTS SHOWED THAT INCREASED SEIZURES OF CANNABIS SEEMED TO BE DUE TO RELAXED USER LAWS (THUS ALLOWING FOR AN INCREASE IN DEMAND) MADE BY SEVERAL COUNTRIES. THE SEIZURES OF MOOD ALTERING SUBSTANCES INCREASED STEADILY IN THE PAST 5 YEARS, WITH A 72 PERCENT INCREASE IN EUROPE AND A 2 PERCENT INCREASE FOR THE U.S. IN 1976. IT WAS SUGGESTED THAT PROBLEMS PARTICULAR TO FRANCE ARE A RESULT OF ITS BEING GEOGRAPHICALLY IN THE CENTER OF INTERNATIONAL DRUG TRAFFIC. OTHER AREAS ADDRESSED WERE INTERNATIONAL AVIATION SECURITY AND PROBLEMS OF INTERNATIONAL ART THEFT. IT WAS CONCLUDED THAT CLOSE COOPERATION BETWEEN NATIONS WOULD CONTINUE TO BE NECESSARY TO FIGHT CRIME, AND THAT O.I.P.C. AND THE NATIONAL CENTER OFFICES OF EACH COUNTRY SHOULD BE USED TO FACILITATE SUCH ENDEAVORS. (INL)
