PROPOSED CENTRAL BUREAU TO COORDINATE CRIME PREVENTION ACTIVITIES OF GOVERNMENT AND PRIVATE AGENCIES, AND CONDUCT CRIME CAUSE RESEARCH.
Abstract
THE AUTHOR STATES THAT DELINQUENCY IS ATTRIBUTABLE TO THE DISRUPTION OF THE FAMILY GROUP OR THE ABSENCE OF A MOTHER, AND EXTERNAL FACTORS SUCH AS SUBSTANDARD HOUSING, ILLITERACY, AND OVERPOPULATION. HE DISCUSSES LEGISLATION AIMED AT INCREASING THE ECONOMIC ABILITY OF PARENTS TO MEET THE NEEDS OF THEIR CHILDREN, AND PROPOSES A NATIONAL AGENCY WHICH WOULD RESEARCH CRIME CAUSES, DISTRIBUTE INFORMATION, AND COORDINATE SPECIFIC SOCIAL AND PSYCHOLOGICAL PROGRAMS. A SIMILAR ORGANIZATION ON AN INTERNATIONAL BASIS COULD BE OPERATED UNDER THE AUSPICES OF THE UNITED NATIONS.
