AN EVALUATION OF LOS ANGELES' PATTERN RECOGNITION AND INFORMATION CORRELATION (PATRIC) PROJECT UNDERTAKEN IN RESPONSE TO CRITICISM LEVELLED BY A PRIOR EVALUATION.
Abstract
THE PATRIC PROJECT PROVIDES INFORMATION ON GEOGRAPHIC AND OPERATING PATTERNS FOR BOTH INDIVIDUAL CRIMINALS AND CRIME TYPES. EVALUATION EFFORTS WERE DIVIDED INTO THREE AREAS: ANALYST FEEDBACK, STATISTICAL COMPARISON, AND USER INTERVIEWS. FEEDBACK TO THE ANALYSTS WAS RELATED TO INDIVIDUAL CORRELATION ATTEMPTS OR PATROL BULLETINS WHERE RESULTS WERE TABULATED IN TERMS OF ARREST, CASES CLEARED, FIELD INTERVIEWS WRITTEN, OR HELPFUL, SITUATIONS IN WHICH THE INFORMATION WAS NOT DIRECTLY RELATED TO THE SPECIFIC ISSUE OF CONCERN BUT MAY HAVE CONTRIBUTED TO ANOTHER CASE. STATISTICAL COMPARISON OF THE EVALUATION PERIOD VERSUS THE SAME PERIOD LAST YEAR WAS MADE IN AREAS SUCH AS OBSERVATION ARREST RATE, PART I ARREST RATE, CASE CLEARANCE RATE, AND PERCENTAGES OF SUCCESSFUL PATRIC EFFORTS. USER INTERVIEWS WERE CONDUCTED BY A TWO-PERSON NON-PATRIC INTERVIEW TEAM. SUBJECTIVE COMMENTS WERE ELICITED FROM ACTUAL INVESTIGATIVE USERS AND PATROL SUPERVISORS. RESULTS GARNERED FROM PATROL SUPPORT ILLUSTRATED THAT PATRIC CAN BE BEST UTILIZED AS A STATISTICAL TOOL, PROVIDING UP-TO-DATE COUNTS OF OCCURRENCES, ANALYSES OF CRIME IN BASIC CAR AREAS, AND PROFILES OF SPECIAL TYPES OF CRIMES UPON REQUEST.
