PATROL OPERATIONS AND GUIDELINES OF THE PHILADELPHIA POLICE FORCE, INCLUDING INVESTIGATION OF CRIME, STOP AND FRISK, QUESTIONING, ARREST, AND SEARCHES.
Abstract
SINCE THE INVESTIGATIVE PROCESS IS PRIMARILY A JOB FOR DETECTIVES, THIS MANUAL DOES NOT GO INTO DETAIL ON THAT SUBJECT. IT CONCENTRATES ON THE RESTRICTIONS WHICH THE LAW PLACES ON POLICE OFFICERS WHEN THEY ARE QUESTIONING WITNESSES OR SUSPECTS, SEARCHING PERSONS, CARS, OR PREMISES, OR ARRESTING A SUSPECT. THE POLICEMAN IS URGED TO BEAR IN MIND THAT THE DETENTION OF A PERSON WITHOUT CAUSE OR THE QUESTIONING OF A SUSPECT BEYOND CERTAIN LIMITS IS A VIOLATION OF THE CONSTITUTION. THIS VOLUME CONTAINS MANY FACT SITUATIONS WHICH ILLUSTRATE CIRCUMSTANCES A PATROL OFFICER IS LIKELY TO ENCOUNTER AND INFORMS HIM OF THE PROCEDURES HE SHOULD FOLLOW.
