This article reviews effective police management in the prevention and reduction of police misconduct and use of excessive force.
Abstract
The key to police departments' staying out of the line of fire and attracting the attention of the Civil Rights division, or generating an investigation on police misconduct, is effective police management. This paper reviews the various techniques that departments can employ to reduce the incidence of excessive force and handle incidents effectively and properly. Tools are available to assist police managers in being proactive in the area of use of force by teaching the proper use of force, correcting it when it is on the borderline, and dealing with it when it crosses the line. With effective management, force will be used when necessary, when appropriate, and when it can be justified.
