Abstract
INTERVIEWS AND RECORDS OF 300 PAROLEES AND INCARCERATED INMATES REVEALED AUTO THEFT TO BE A VERY SIGNIFICANT FACTOR IN INITIATING CRIMINAL CAREERS. THE STUDY OF AUTO THEFT PATTERNS IN NEW YORK CITY SHOWED THAT STRATEGIC DEPLOYMENT OF ALPS COULD TRIPLE THE UNRECOVERED STOLEN CAR HIT RATE. BOTH AREAS OF STUDY CONFIRM THE POTENTIAL EFFECTIVENESS OF AN ALPS SYSTEM IN DETERRING CRIME AND REDUCING COSTS TO SOCIETY, IN TERMS OF MONEY AND HUMAN HARDSHIP.
