This report discusses the nature and patterns of global terrorism during 1989 and analyzes the terrorist events and counterterrorist measures in each country in the Middle East, Latin America, Europe, North America, Asia, and Sub-Saharan Africa.
Abstract
It also describes State-sponsored terrorism that occurred during the year. The number of terrorist incidents declined from 856 in 1988 to 528 in 1989. The Middle East experienced 37 percent of the total number of events and was involved directly or indirectly in 45 percent of the incidents. Latin America accounted for 25 percent of the total. The incidents resulted in the deaths of 390 victims and 14 terrorists and the wounding of 397 victims and 23 terrorists. One hundred sixty-five of the attacks were directed against the United States. Bombings represented 44 percent of the attacks, and arson accounted for another 28 percent. Despite the decline in international attacks in 1989, terrorists retain the potential for increasing violence, particularly against the United States.
