Abstract
THE POINTS ITEMIZED ARE AS FOLLOWS: MINIMUM STANDARDS FOR THE PROTECTION OF PRISONERS' RIGHTS; FORMAL PRISONER GRIEVANCE PROCEDURES; LEGISLATION AUTHORIZING PRISONERS TO ENGAGE IN NEGOTIATIONS AS A PEACEFUL ALTERNATIVE TO VIOLENCE; THIRD-PARTY INTERVENTION IN THE EVENT OF AN IMPASSE; PRISONER REPRESENTATION; THIRD-PARTY CRISIS NEGOTIATION BY A TEAM OF NEUTRALS; AND TRAINING FOR CORRECTIONAL OFFICIALS AND INMATES IN TECHNIQUES OF CONFLICT NEGOTIATION AND USE OF GRIEVANCE PROCEDURES.
