Abstract
THE FEDERAL JUDICIAL CENTER STUDY GROUP ON THE CASELOAD OF THE SUPREME COURT RECOMMENDED THAT A PROFESSIONAL ADMINISTRATIVE AGENCY BE INSTITUTED TO PROCESS THESE GRIEVANCES. ANOTHER ALTERNATIVE IS MEANINGFUL STATE PRISONER GRIEVANCE PROCEDURES WITHIN STATE CORRECTIONAL SYSTEMS.
