REQUIREMENTS, CHARACTERISTICS, CONCEPTUAL CONTENT, INTEGRATION, DESIGN, AND COSTS OF A HEALTH CARE MANAGEMENT INFORMATION SYSTEM ARE DISCUSSED.
Abstract
IT IS INDICATED THAT EFFECTIVE MEDICAL PEER REVIEW STARTS WITH THE DEVELOPMENT OF A MANAGEMENT INFORMATION SYSTEM AT THE LEVEL OF SERVICE DELIVERY. THE REQUIREMENTS AND CHARACTERISTICS OF MANAGEMENT INFORMATION ARE NOTED TO VARY BY LEVEL OF DECISIONMAKING AND TYPE OF ORGANIZATIONAL FUNCTION. THE VARIOUS MANAGERIAL LEVELS AND ORGANIZATIONAL FUNCTIONS IN A HEALTH-CARE ORGANIZATION ARE IDENTIFIED AND THE GENERAL TYPES OF INFORMATION NEEDED FOR EACH ARE INDICATED. AN UNDERSTANDING OF THE CONTENT AND UNDERLYING CONCEPTS OF INFORMATION SYSTEMS IS ADVISED AS A REQUIREMENT TO BUILD AND OPERATE AN EFFECTIVE AND EFFICIENT MEDICAL PEER-REVIEW SYSTEM. CLINICAL RECORDS, RESEARCH, AND MANAGEMENT ARE DISCUSSED AS THE AREAS WHERE INFORMATION SYSTEMS ARE REQUIRED. IN CONSIDERING THE INTEGRATION OF THE INFORMATION SYSTEM, TWO TYPES OF SYSTEMS ARE DISCUSSED: THE INTEGRATED SYSTEM, WHICH CHANNELS ALL ORGANIZATIONAL DATA INTO A COMMON DATABASE AND SERVICES ALL DATA PROCESSING AND INFORMATION FUNCTIONS FOR THE ENTIRE ORGANIZATION; AND THE DISTRIBUTED SYSTEM, WHICH HAS RELATIVELY INDEPENDENT SUBSYSTEMS OF INFORMATION TIED TOGETHER BY WAY OF VARYING COMMUNICATION INTERFACES. STEPS FOR DESIGNING INFORMATION SYSTEMS FOR MEDICAL PEER REVIEW ARE BRIEFLY INDICATED, AND MAJOR COST ITEMS ARE LISTED. FIGURES, TABLES, AND REFERENCES ARE INCLUDED. (RCB)
