THIS PAPER CONTAINS A DISCUSSION OF PENAL REFORM IN AUSTRALIA, WITH SPECIAL REFERENCE TO SUPERVISED LIBERTY, CUSTODY, AND CONDITIONAL LIBERTY.
Abstract
THE PAPER WAS PRESENTED AT A SEMINAR OF THE AUSTRALIAN INSTITUTE OF CRIMINOLOGY. THE AUTHOR, COMMISSIONER OF CORRECTIVE SERVICES IN NEW SOUTH WALES, NOTES THAT FROM 1968-74, THE PROPORTION OF PERSONS IN CUSTODY AND PERSONS UNDER CONDITIONAL LIBERTY HAS BEEN REDUCED (FROM 70 PERCENT TO 30 PERCENT). HE NEVERTHELESS EXPECTS THAT THE PRISON POPULATION WILL RISE IN THE COMING DECADE, AND ARGUES FOR CONTINUED USE OF CONDITIONAL LIBERTY UNDER THE SUPERVISION OF AN INTEGRATED CORRECTIONAL MANAGEMENT. ...KAP
