THIS PAPER, PRESENTED TO A SEMINAR OF THE AUSTRALIAN INSTITUTE OF CRIMINOLOGY, DISCUSSES PENAL REFORM IN AUSTRALIA WITH SPECIAL REFERENCE TO SUPERVISED LIBERTY, CONDITIONAL LIBERTY, AND CUSTODY.
Abstract
THE AUTHOR, COMMISSIONER OF CORRECTIVE SERVICES IN NEW SOUTH WALES, NOTES THAT BETWEEN 1969 AND 1974 THE PROPORTION OF PERSONS IN CUSTODY AND THOSE UNDER CONDITIONAL LIBERTY HAD BEEN REVERSED. HE NEVERTHELESS PREDICTS THAT THE PRISON POPULATION WILL RISE IN THE FUTURE AND ARGUES FOR THE INCREASED USE OF PENAL PROGRAMS WHICH STOP SHORT OF PHYSICAL INCARCERATION UNDER THE SUPERVISION OF AN INTEGRATED CORRECTIONAL MANAGEMENT.
