THE AUTHOR ANALYZES THE 67 RECOMMENDATIONS MADE UNDER THE ACT BETWEEN NOVEMBER 1965 AND DECEMBER 1975 AND STUDIES THE JUSTIFICATIONS FOR THE RECOMMENDATIONS. CRITICISMS OF THE ACT AND SUGGESTIONS FOR REFORM ARE ALSO DISCUSSED.
