This report describes the 1984 findings, activities, and recommendations of the Pennsylvania Crime Commission, which is mandated by the Pennsylvania Legislature to document the problem and impact of organized crime in the State and propose a strategy for addressing it.
Abstract
The Crime Commission concludes that organized crime in the State continues to grow and expand because, in part, government lacks a comprehensive broad-ranging policy of using all law enforcement components to address it. This report notes that the collection and analysis of investigative information development by law enforcement agencies statewide is the primary step needed to build a strategy that will counter the threat of organized crime. Pennsylvania, however, lacks a centralized criminal intelligence agency. It also lacks a network that can coordinate diverse law enforcement resources to address organized crime in a planned and focused manner. The Crime Commission recommends that a legislative subcommittee with executive participation be established to facilitate the development of a long-term plan to change the fundamental structure of law enforcement in Pennsylvania. This would be done in conjunction with representation of the Pennsylvania Police Chiefs Association and the Pennsylvania Police Officers Association. This report provides information on investigative referrals, a judicial inquiry and review board probe, the Intermission Tavern investigation, La Cosa Nostra, the structure and accomplishments of the Crime Commission, and the commission's fiscal expenditures.
