RECOMMENDATIONS AND STANDARDS ISSUED BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS FOR REDUCING CRIME AND UPGRADING LAW ENFORCEMENT, COURTS, CORRECTIONS, AND RELATED SYSTEMS ARE SUMMARIZED.
Abstract
THE FINAL REPORT OF THE COMMISSION, PUBLISHED IN 1973, CONSISTS OF 428 STANDARDS BROKEN DOWN INTO 5 MAJOR SECTIONS: CRIMINAL JUSTICE SYSTEM (69 STANDARDS), POLICE (107 STANDARDS), COURTS (94 STANDARDS), CORRECTIONS (129 STANDARDS), AND COMMUNITY CRIME PREVENTION (29 STANDARDS). BECAUSE THE STANDARDS ARE ADVISORY IN NATURE, THEY ARE DESIGNED TO SERVE AS BENCHMARKS AGAINST WHICH INDIVIDUAL STATES CAN MEASURE THEIR OWN PROGRESS AND TO SERVE AS SOURCE MATERIALS FOR STATES TO DEVELOP STANDARDS AND GOALS THAT MEET THEIR OWN PARTICULAR NEEDS. MOST STATES, INCLUDING PENNSYLVANIA, HAVE ALREADY BEGUN SOME FORMAL REVIEW OF THE COMMISSION'S REPORT. THE GOVERNOR'S JUSTICE COMMISSION IN PENNSYLVANIA HAS FUNDED A SPECIAL PROJECT TO STAFF WORK RELATED TO CRIMINAL JUSTICE STANDARDS. THE PENNSYLVANIA STANDARDS AND GOALS PROJECT IS ENGAGED IN THE PROCESS OF WORKING WITH STATE AND LOCAL AGENCIES AND WITH PRIVATE ORGANIZATIONS AND COMMUNITY LEADERS TO ASSURE BROAD PARTICIPATION IN THE EFFORT TO IMPROVE THE STATE'S CRIMINAL JUSTICE SYSTEM. THE COMMISSION'S RECOMMENDATIONS AND STANDARDS DEAL WITH CITIZEN ACTION, THE DELIVERY OF PUBLIC SERVICES, REDUCING CRIMINAL OPPORTUNITY, IMPLEMENTING COMMUNITY CRIME PREVENTION ACTIVITIES, THE POLICE ROLE, WORKING WITH THE COMMUNITY, PLANNING AND ORGANIZING FOR MORE EFFECTIVE LAW ENFORCEMENT, COORDINATING WITH OTHER CRIMINAL JUSTICE AGENCIES, PRIORITIES, COURT PROCEDURES AND PROCESSES, PLEA NEGOTIATIONS, PRETRIAL PROCEEDINGS, TRIALS, REVIEW OF TRIAL COURT PROCEEDINGS, COURT ORGANIZATION AND ADMINISTRATION, IMPROVING THE QUALTIY OF PROSECUTION AND DEFENSE, COURT-COMMUNITY RELATIONS, JUVENILES, EQUITY AND JUSTICE IN CORRECTIONS, DECRIMINALIZATION, CRIMINAL CODE REVISIONS, THE CONTROL OF HANDGUNS BY STATES, PROFESSIONAL AND CIVIC SUPPORT OF CHANGE, EDUCATIONAL SUPPORT FOR CHANGE, AND THE COST OF CRIME REDUCTION.
