POLICE, COURTS, YOUTH PROBLEMS, AND CRIMINAL JUSTICE PROJECTS WERE DISCUSSED IN THESE HEARINGS DESIGNED TO OBTAIN INFORMATION AND GUIDANCE ON CRIMINAL JUSTICE FUNDING FROM CITIZENS AND ORGANIZATION REPRESENTATIVES.
Abstract
THIS REPORT IS BASED ON A TRANSCRIPT OF THE ORAL TESTIMONY AND, IN SOME CASES, THE WRITTEN STATEMENTS OR PROPOSALS SUBMITTED BY THE WITNESSES. A MAJOR CONCERN PRESENTED IN THE HEARINGS WAS THE PROBLEMS OF YOUTH. THE NEED FOR A VARIETY OF COMMUNITY-BASED PREVENTIVE MEASURES TO HELP JUVENILES BEFORE THEY ENTER THE CRIMINAL COURT SYSTEM WAS STRESSED. SUCH TOPICS AS GROUP HOMES, A CHILD ADVOCATE, RECREATION, AND YOUTHFUL OFFENDERS WERE EXPLORED AS WELL. POLICE PROBLEMS WERE DISCUSSED BY SEVERAL SPEAKERS, RAISING SUCH QUESTIONS AS BETTER EQUIPMENT. TRAINING, SALARIES, THE RESPECTIVE ADVANTAGES OF COMMUNITY VERSUS COUNTY-WIDE POLICE FORCES, AND THE SPECIAL PROBLEMS OF THE HOUSING AUTHORITY WITH THE RELATIONSHIP BETWEEN THE POLICE AND THE BLACK COMMUNITY. THE NEED FOR MORE BLACK OFFICERS AND IMPROVED HUMAN RELATIONS TRAINING WAS EMPHASIZED. COURT-RELATED ISSUES SUCH AS THE PUBLIC DEFENDER OFFICE, ARBITRATION, AND BAIL REFORM WERE DEBATED, AND PROPOSALS CONCERNING ALCOHOLISM, RAPE, PRISONS, AND DRUGS WERE DISCUSSED.
