AN OVERVIEW IS PRESENTED OF THE IMPACT WHICH LEAA FUNDING OF CRIMINAL JUSTICE IMPROVEMENTS HAS HAD IN PENNSYLVANIA FROM 1968 THROUGH 1978.
Abstract
THE REPORT WAS PREPARED BY THE PENNSYLVANIA CRIME AND DELINQUENCY COMMISSION'S BUREAU OF PROGRAM SERVICES ON THE BASIS OF DATA OBTAINED FROM AN EXAMINATION OF VARIOUS SUBGRANT AWARDS, MONITORING AND EVALUATION MATERIALS, AND A SERIES OF PAST PROGRESS REPORTS FILED WITH THE FEDERAL GOVERNMENT. STUDY RESULTS INDICATE THAT LEAA FUNDS HAVE BEEN ALLOTTED WISELY IN PENNSYLVANIA SO AS TO YIELD LONG TERM RESULTS. THIS IS SHOWN BY LOCAL OR STATE GOVERNMENTS ASSUMING THE COST OF MANY OF THE PROJECTS INITIATED WITH COMMISSION FUNDS. ABOUT 77 PERCENT OF THE COMMISSION'S 1974 AND 1975 AWARDS AND 85 PERCENT OF ITS 1976 AWARDS HAVE BEEN SO ASSUMED. INFORMATION PRESENTED IN THE TEXT HIGHLIGHTS MAJOR COMMISSION ACHIEVEMENTS AND INDICATES SOME OF THE TYPES OF PROJECTS AND PROGRAMS THAT HAVE BEEN FUNDED. AMONG THE COMMISSION'S OTHER MAJOR CONTRIBUTIONS ARE THE ESTABLISHMENT OR EXPANSION OF DRUG AND ALCOHOL ABUSE TREATMENT PROGRAMS AND THE INCREASED COORDINATION, COMMUNICATION, AND FOSTERING OF WORKING RELATIONSHIPS BETWEEN THE VARIOUS COMPONENTS OF THE STATE'S FRAGMENTED CRIMINAL JUSTICE SYSTEM.
