AN ANNUAL REPORT SUMMARIZES DATA ON PENNSYLVANIA'S COUNTY PRISON INMATE POPULATION IN 1978 AND ANALYZES POPULATION TRENDS FOR THE COUNTY PRISONS AND JAILS.
Abstract
DATA DERIVE FROM THE MONTHLY POPULATION REPORTS SUBMITTED TO THE PENNSYLVANIA BUREAU OF CORRECTIONS DIVISION OF PLANNING AND RESEARCH, RECORDS AND STATISTICS SECTION, BY INDIVIDUAL JAILS AND PRISONS. STATISTICS INDICATE AN AVERAGE DAILY PRISON POPULATION INCREASE OF 0.4 PERCENT AND A RATIO OF COUNTY PRISONERS TO CIVILIAN POPULATION OF 52.8:100,000. SIXTEEN PRISONS CONFINE OVER 100 PRISONERS A DAY, WITH PHILADELPHIA COUNTY AT THE TOP OF THE LIST. ALL 3 TYPES OF RECEPTIONS DECREASED (COURT COMMITMENTS BY 10.8 PERCENT, MINOR JUDICIARY COMMITMENTS BY 9.5 PERCENT, AND NUMBER OF DETENTIONERS BY 6.53 PERCENT), AS DID ALL 3 MAJOR TYPES OF RELEASES (UNCONDITIONAL RELEASES BY 12.56 PERCENT, CONDITIONAL RELEASES BY 13.34 PERCENT, AND DETENTIONERS RELEASED BY 6.65 PERCENT). OF THE PRISONERS CONFINED, 54.5 PERCENT ARE WHITE. DELAWARE COUNTY HAS AN ESPECIALLY HIGH NUMBER OF FEMALE PRISONERS, AND LEBANON COUNTY HAS THE HIGHEST PRISONER-CIVILIAN POPULATION RATIO. PHILADELPHIA HAS THE HIGHEST PERCENTAGE OF NON-WHITE PRISONERS (79.7 PERCENT); INDIANA HAS THE GREATEST DECLINE IN NON-WHITE PRISONERS; AND 23 COUNTY PRISONERS HAVE HAD NO NON-WHITE PRISONERS FOR 2 YEARS. OF THE 12,339 PRISONERS SENTENCED DURING 1977, 66 PERCENT ARE WHITE, 93 PERCENT ARE MALES, 23 PERCENT ARE UNDER 21 YEARS OLD, 67 PERCENT ARE UNDER 30 YEARS OLD, 7 PERCENT ARE OVER 50 YEARS OLD, AND 31 PERCENT ARE SERVING PART I SENTENCES.
