PERIODIC DETENTION INVOLVES A SENTENCE TO PERFORM SUPERVISED RESTITUTIVE WORK WITHIN THE COMMUNITY IN CONJUNCTION WITH A LIMITED DEPRIVATION OF FREEDOM ON THE WEEKENDS AND/OR WEEKDAY NIGHTS.
Abstract
THIS REPORT PROVIDES AN OUTLINE OF THE STRUCTURE, PROCEDURES, AND OUTCOMES OF THE PERIODIC DETENTION WORK CENTERS (PDWC). TWO TYPES OF PDWC'S ARE DESCRIBED: RESIDENTIAL CENTERS FOR YOUTH (16-21) ONLY, AND NON-RESIDENTIAL CENTERS FOR ADULTS (21 AND OVER) AND YOUTHS (17 TO 25). DISCUSSED ARE THE ORIGINS, LEGISLATION AND ADMINISTRATIVE STRUCTURE OF THE WORK CENTERS. THE OPERATION OF FOUR CENTERS ARE DESCRIBED IN DETAIL. A SURVEY OF PERIODIC DETENTION CENTER OUTCOMES EXAMINES PATTERNS OF RECONVICTION. THIRTY-NINE POINT EIGHT PERCENT OF THE PDWC SUBJECTS WERE CLASSIFIED AS HAVING A SUCCESSFUL OUTCOME (NOT RECONVICTED), WHILE 43 PERCENT FAILED IN TERMS OF SERIOUS REOFFENDING.THE 'NOT SERIOUS' OFFENDER ACCOUNTED FOR 17.2 PERCENT OF THE SUBJECTS. THE RESULTS OF A SIMILAR FOLLOW-UP STUDY ARE ALSO DISCUSSED. THIS STUDY FOUND THAT 64 PERCENT OF THE TOTAL SAMPLE (279 SUBJECTS) WERE ABLE TO REMAIN IN THE COMMUNITY DURING A TWO-YEAR PERIOD AFTER SENTENCING.
